For state employees, the system is owned and operated by the state. They license, hire, use and represent these insurance "doctors". The hearing officers are all state employees, It is said in a SEAK manual, "He who pays, gets the opinion." In Alaska's workers' comp system the quote should be, "He who gets the paycheck is owned, and the opinion is expected to be for the state". There is seemingly nowhere for the injured state worker to go for legitimate help within the state system. Additional correspondence from other state authorities/agencies will prove that even further.
